In 1979, the City Council formed the Recreation Commission. The Commission duties and responsibilities were subseqently amended on February 4, 1999 via Resolution No. 99-15.The Recreation Commission is composed of seven members appointed by the Mayor, with the approval of City Council, and who are not employees or officers of the City.
The Commissioners shall serve terms of four years and are required to be residents of the City. Initial appointments to the Commission shall be made to provide for staggered terms. If, at the end of a member’s term, a member has not been reappointed or replaced, the incumbent member may continue to serve until a replacement has been appointed. All persons appointed to the Recreation Commission hold office during the pleasure of the City Council.
The duties and functions of the Recreation Commission are as follows:
1. Making recommendations to the City Council on matters pertaining to public recreation.
2. All recommendations to the City Council will be done in writing and submitted to the City Clerk by the Recreation Commission’s clerical support for the City Council’s next regularly scheduled meeting, if possible, but no later than the second meeting after the recommendation is submitted.
3. To assist in the planning, development and review of recreational public parks and public recreation, and in the improvement of these services and programs to meet the needs of the community.
4. To participate in the development of recommendations for City Council considerations regarding annual budgets, capital projects and programs, e.g., capital improvements, projects, grants and general fund programs as the same relate to public recreation facilities and/or programs.
5. To provide a forum for the public to express their views related to public parks and recreation and other related issues. To promote interest, cooperation, and support among public and private organizations and agencies and local residents for the city’s recreational facilities and programs.
6. To convey the city’s policies and functions concerning programs for parks, recreation, services and to encourage city residents to participate and/or utilize city parks, recreational programs, facilities and services.
7. To encourage cooperative programming between the city and other public and private organizations to enhance the efficiency and effectiveness of services provided by the City of Rio Vista.
8. To advocate and promote programs and services designed to meet the needs of all city residents.
9. To perform such other powers and duties as the City Council may, by ordinance, resolution or motion confer upon the commission from time to time.
The Commission shall elect such officers, as it may deem necessary for the conduct of business, including, but not limited to, a chair and vice-chair. Officers shall be elected annually at the regular commission meeting in January of each year and shall hold office for a term of one year, provided such officer remains a member of the Commission. A member may be elected to serve consecutive terms of office. The Commission may create, from time to time, subcommittees of its membership to assist in the performance of the powers, duties, or functions of the commission.
Schedule

Any member of the Recreation Commission who misses three consecutive regular meetings, without the consent of the City Council, shall be deemed to have resigned and the City Council shall be free to appoint a successor to fill the vacancy so created. The appointment shall be for the unexpired portion of the term.
