Jan was born in Berkeley, California, and moved to Sacramento when she was 3. She graduated from C. K. McClatchy High School and California State University, Sacramento. In 1963 she began working for the Sacramento County Welfare Department in the Aid to Disabled Program. Her job required that she travel down river two to three times a week where she learned to love the people and the country, exploring the many Delta back roads as she visited her clients.
After 12 years spent as a stay-at-home Mom, Jan became very active in Sacramento County, and was appointed to the Welfare Advisory Committee, the Transportation Advisory Board of the Sacramento Area Council of Governments, and the Sacramento County Energy Planning and Conservation Council. She returned to college and earned a Masters Degree in Economics from CSU Sacramento in 1984. Jan spent the next 19 years working for the State of California, both in the Bay Area and Sacramento.
Jan and her husband Gene lived on a sailboat in Alameda for 10 years, eventually moving the boat to the Delta and Rio Vista 15 years ago when Jan transferred to Sacramento. They bought a house in Rio Vista 12 years ago.
Jan retired from the State in 2002, and was appointed to the Planning Commission early in that same year. She ran unsuccessfully for City Council in 2004, but was appointed to fill Eddie Woodruff’s vacant council position in January of 2005. She was elected to the council in 2006 and ran unopposed for Mayor in 2008.
Jan is committed to Rio Vista and works hard to make sure the city prospers. In addition to serving on several regional boards, Jan serves on the Delta Protection commission representing Solano and Contra Costa cities. She participates in the Lower Yolo Bypass Planning Forum and was a member of the Delta Conditions Workgroup for the Central Valley Flood Protection Planning Process.
