In 1995, the City of Rio Vista convened the Local Redevelopment Authority (later renamed the Local Reuse Authority) to facilitate the transfer of the Rio Vista U.S. Army Reserve Center (Army Base) from the Federal Government to the City. The land transfer was accomplished in 2004 however one of the conditions of the transfer of the Army Base was that the City use the Army Base for "recreational purposes" including pulbic educational, research and interpretive facilities and support facilities.
In 2009, the City Council formed the Rio Vista Army Base Steering Committee per Resolution 2009-088. This Committee's purpose is to develop recommendations for the reuse and redevelopment of the Rio Vista U.S. Army Reserve Center by meeting with parties who are interested in the development of the Army Base and make recommendations to the City.
The scope and duties of the Committee are as follows:
1. The Steering Committee's primary responsibility shall be to analyze options for, and to make recommendations to the City Council regarding the reuse and redevelopment of the Army Base property. It is anticipated that the Steering Committee will, in compliance with the Brown Act, meet with parties interested in developing the Army Base.
2. The Committee shall determine its schedule of meetings, but the Council anticipates that it shall meet at least once per month. It is also expected that each member attend at least 75% of the meetings.
3. All Committee meetings are subject to the Brown Act and are, therefore, open to the public.
4. The Committee may choose to adopt other applicable procedures and policies for governing itself, including setting a meeting schedule and/or drafting more specific rules of order. Further, the Committee may create ad hoc committees, consisting of less than a quorum of the members of the Committee, for purposes of working on special studies or projects.
On August 6, 2009, the City Council appointed Jerry Rubier, Fred Harris, Marci Coglianese, Eddie Woodruff, Norman Repanich and Bob Marchbanks. These members shall serve at the pleasure of the City Council. The City Council anticipates that the Committee shall remain in existence until it presents final reuse recommendations for the redevelopment of the Army Base to the City Council or until the City Council decides to terminate it.
Current members include Marci Coglianese, Fred Harris, Jerry Rubier, Bob Marchbanks, Eddie Woodruff, Sue Conklin, Tim Rentzel and City Council liaison Jack Krebs.
